I was trying to set up Cosmology as a backup for Universe, but the website wouldn't take the resource share of zero for some reason. Is it not working? Or did I have a brain spasm and do something wrong?

Nope. That is correct. It don't work there. Some projects don't have new enough server side software to support that feature. Cosmology is one of them. :)
