BitCoin Utopia: Some changes

Some big changes are coming:
- Campaign #3 is finished
- Campaign #6 will be reopened
- Campaign #7 is for funding Bitcoin Utopia itself (= "100% BU fee")
- Campaign #9 will be finished
- No BU fees for other new campaigns (= "0% BU fee")
- Other new campaigns are coming

I just fired up 3 more R-boxes in an attempt to get to 10k hours on C-9 before they completely close it or cancel the remaining wus...about 470 hours to go. I need a little over 2 days to make it. Then on to c-7.
