I running a GTX 750TI on a I7 4790K Machine. The problem is that every time I shut the machine down and reboot it I have to reinstall the GPU drivers. Ideas as to why this is happening. So far that is only on one machine.

What version of the drivers do you have installed? I recently upgraded (yeah, I know) a 750TI to a 1050TI, and the latest version of the Win7 drivers is not signed. So on a reboot, Windows 7 is refusing to load the drivers. You need to use the F8 key and request the system allow unsigned drivers if that's your situation.

well this morning I have another machine down with the same problem. both are running win 10 64bit and the NVidia driver is 546.33.

From an earlier post, I assume you don't use MSI Afterburner.
It can sometimes cause this issue after a driver install and would need to be reset to allow the Power Limit value to be 100%.

Did you try running the Windows Hardware and Devices Troubleshooter?

yes the hardware and the software is seen by windows and GPU-Z sees the hardware. no I have never used MSI Afterburner. Not sure what to try next, guess i will move them around to different machines, can't see how that would help though.
