New Windows CUDA 3.2 app release

The fail rate on it is 100%. PowerBlade released that build as our first non 2.3 build (3.2) and handles the windows builds. He should be waking up fairly soon (GMT+2) and I'll be headed to bed shortly (GMT-5).

I bet this is an issue encountered before where -DBOINC isn't defined and it's reading the charset.txt file from the wrong place. I'll email Martin with the details and link to here. It should be resolved within a few hours.
