For the LP and ULP APU's, dropping from 40nm to 28nm will be a substantial improvement on power efficiency. The drop on the performance APUs from 32 to 28nm...not so much. But better is better. And of course the GPUs are staying at 28nm. It seems like they'll be able to lower production costs somewhat by using 28nm wafers on their entire product line, rather than using 3 different lithographies as they do now. I believe this is a good move for AMD :)
