You need WinRaR.
I prefer 7-Zip since it will handle RAR and ZIP files as well as a host of others and is free.

Although WinRaR is considered shareware you do not have to buy it. Its fully functional and you only get one nag popup whenever the program is launched. The latest version will handle virtually all archive formats. And lastly I prefer WinRaR's GUI and how it integrates with Windows.
If you MUST HAVE 7-UP, err I mean 7-Zip you can get it here.
