Since I didn't have much time or warm clothes, I set everything to auto on the 3770k and used Intel's XTU. It started throwing errors at 4.5ghz on stock voltage. I think its stable at 4.4 and temps are acceptable in the high 60s. Another one of those things I should have done a while ago.
